The Operational Compliance Manager will be responsible for managing operational compliance matters leading up to the launch of a real money interactive sportsbook and online casino under any of the Penn National Brands, including but not limited to Barstool Sportsbook and iCasino, Hollywood Casino, or myChoice casino. In addition, the Operational Compliance Manager will assist as needed with Operational Compliance for Retail Sportsbooks.  He/she will act as a resource to the entire online Casino and Sportsbook team and ensure that the digital business is aligned with Compliance’s best practices across Penn National Gaming.


The successful candidate will be capable of delivering results with and through colleagues and peers, both cross-functionally and cross-jurisdictionally. As the business rapidly grows, the Operational Compliance Manager will present business needs and hiring plans to Director of Compliance for proposed additional team members.


The position will also play a vital role in key areas such as: Rules/Regulations Review, Internal Control Drafting, AML, Fraud/Payments, KYC, Personnel Licensing, Internal and External Vendor Licensing, and Responsible Gaming.

Your daily responsibilities include

  • Responsible for working with various team members to create online Internal Controls, terms and conditions, for each state of operations.
  • Draft on-site content, such as House Rules, Terms and Conditions, and Responsible Gaming Content.
  • Maintain ongoing relationships with Gaming Regulators in each state and support internal team members in any necessary communications.
  • Assist with any (Business and Personnel) licensing needs for the online sportsbook leading up to launch in new jurisdictions.
  • Work with various team members to create operational tasks determined by policies and procedures relating to fraud and potential fraud, AML, KYC, and Responsible Gaming.
  • Collaborate with Penn National Gaming Property Compliance Leads to create needs that are necessary for interconnected components between online and retail, such as onsite registrations, deposits, and withdrawals.
  • Anticipate and identify issues that may negatively impact business and develop/implement operations-based solutions. 
  • Ensure current operation procedures meet current and future business needs.
  • Effective verbal and written communication skills required.
  • Daily/Weekly/Monthly reporting on necessary iGaming regulatory standards such as Customer Support contacts (Crisis Calls, Complaints, etc.) and regulatory submissions.
  • Conduct regular competitor analysis and maintain marketplace awareness within the iGaming market.
  • Formulate business cases to get on Product team’s roadmap for new products and features to increase efficiency for all regulatory matters.
  • Perform other duties, as assigned.

To be successful in this position it will require the following skill set

  • Law Degree Preferred
  • Bachelor’s Degree required.  Preference in legal or regulatory related field.
  • 5+ years of work experience within a similar role. Experience in the Gambling industry is a plus.
  • Ability to understand and adhere to any regulatory standards and changes.
  • Ability to analyze and document necessary business processes.
  • Ability to make effective decisions under pressure.
  • Ability to think analytically and be a problem solver.
  • Ability to understand regulatory requirements for licensing, operations and products.
  • Ability to effectively communicate with Gaming Regulators.
  • Ability to apply responsibilities to everyday business situations with minimal direction; prioritizes effectively.
  • Detail oriented, organized, and able to manage time efficiently. Effectively communicate with excellent execution to ensure the achievement of personal and company objectives.
  • Results oriented, goal oriented and self-motivated.
  • Collaborate within a team across departments by supporting the organization’s needs through cross-functional relationships (i.e. Payments, Customer Service).
  • Experience in gathering and understanding requirements and the ability to negotiate the “Right Solution” for the business while meeting all regulatory expectations.
  • Experience working with development teams to plan and deliver solutions on time to outside parties such as Banks, Regulators and Gaming Certification Service Providers.
  • Must possess a high level of organizational skills. 
  • Must be detail-oriented.
  • Must be able to meet deadlines and to work under the pressure of short time constraints. 
  • Must be able to develop and maintain cordial and professional relationships with all levels of the business.
